Alsace was not French anymore with the Treaty of Francfort. Otto von Bismarck annexed Alsace and the northern Lorraine to the new German Empire in 1871. Policies forbade the use of French and required German to be introduced. During the time of the occupation, Waltz developed his revolutionary spirit, which could only be satisfied by expressing himself through his artwork. Most of his works show the strong attachment of Alsatians to France.
